Thanh Hoa’s Strategic Workforce: A Solid Foundation for Industrial Growth

Sep 25, 2025
As Vietnam’s economic development accelerates, Thanh Hoa province is emerging as a strategic industrial hub, supported by a robust labor force, strong educational system, and competitive wage structure. With its growing population and proactive workforce development strategies, Thanh Hoa is well-positioned to attract domestic and international investors seeking sustainable growth.

A dynamic population and workforce edge

Thanh Hoa is home to 3.74 million people, including 2.5 million of working age. About 1.7 million are currently employed, ensuring a strong labor base for industrial expansion.

Every year, the province welcomes 32,000–40,000 new working-age entrants along with about 10,000 returning migrant workers from other regions and overseas. In total, Thanh Hoa adds 42,000–50,000 jobseekers annually, creating a steady and reliable talent pipeline for diverse industries.

Education and training: a strong pipeline of skilled workers

With 62 education institutions, including universities, colleges, vocational schools, and specialized training centers, Thanh Hoa trains up to 82,000 students annually across multiple disciplines.

Notably, 72% of the workforce is trained. Key areas of study include manufacturing, electronics, construction, renewable energy, and textiles, directly aligned with the needs of investors in fast-growing sectors.

Wage competitiveness and industrial attraction

Thanh Hoa offers highly competitive labor costs compared to other provinces. In the manufacturing sector, average wages are significantly lower than in major economic hubs such as Hanoi, Hai Phong, and Bac Ninh, making Thanh Hoa an attractive alternative for investors.

Workforce supply and recruitment support

The labor structure in Thanh Hoa spans key sectors, with 42.3% employed in industry and construction, 27.3% in services, and 30.4% in agriculture, reflecting a balanced workforce ready to adapt to industrial demands.

To meet recruitment needs, authorities and enterprise in Thanh Hoa implement multiple strategies, including:

  • Career hub branding and job fairs

  • Partnerships with training institutions to align skills with employer requirements

  • Wage package and housing support policies to retain workers

  • Training programs to upgrade local skills and meet high-tech industry needs

These initiatives ensure that both foreign and domestic companies benefit from a reliable, skilled, and adaptable workforce.

Strategic location and workforce catchment

Thanh Hoa’s strategic advantage is further enhanced by the WHA Smart Technology Industrial Zone – Thanh Hoa, applied Minimum wage of Region 3 (3,860,000 VND per month). With over 2.1 million people living within 30 km of the zone, companies can access a large labor pool while helping workers reduce commuting costs and improve retention.

Meeting demand in growth industries

As industries expand, Thanh Hoa is poised to supply the required workforce for electronics, manufacturing, renewable energy, construction, and textiles. With government-backed workforce strategies and WHA’s industrial infrastructure, investors gain a long-term, cost-effective, and competitive operating base.

Thanh Hoa’s long-term workforce advantage

With its robust population, strong education and training systems, competitive wages, and comprehensive workforce development strategies, Thanh Hoa province stands out as a preferred investment destination in Vietnam. The province’s growing, well-trained labor supply and strategic location ensure a sustainable foundation for industrial and economic growth, reinforcing Thanh Hoa’s role in shaping Vietnam’s industrial future.
