Held both onsite and virtually via Webex with full Chinese Vietnamese interpretation, the seminar provided investors with timely insights into Vietnam’s comprehensive tax reform package taking effect in 2025—an inflection point that will significantly shape business operations in the years ahead. 
A Timely Dialogue for Investors Navigating Vietnam’s New Regulatory Era 

Opening the program, Ms. Anchalee Prasertchand, Vice President of WHA Industrial Development PLC, emphasized that 2025 marks a transformational year for Vietnam as the new Tax Administration Law introduces stricter compliance frameworks and more advanced oversight mechanisms. She highlighted that proactive preparation and clarity are essential for investors seeking to maintain compliance, manage emerging risks, and effectively plan long-term operations in the country. Deloitte Vietnam Provides Strategic Direction on Tax Compliance and Risk Management 

Deloitte Vietnam delivered an insightful overview of Vietnam’s key tax and customs reforms taking effect from 2024–2025. As Vietnam undergoes one of its largest administrative restructurings, businesses may face short-term compliance challenges due to changes in roles, procedures, and digital systems. However, these reforms are designed to create a more transparent and efficient tax environment. 
Deloitte outlined major legal updates approved by the National Assembly—covering VAT, CIT, PIT, excise tax, import–export tax, and new regulations for high-tech and digital industries. Additional landmark laws, including the amended Tax Administration Law and PIT Law, are expected by the end of 2025. 
Deloitte emphasized that companies should proactively evaluate the impact of these changes, strengthen internal controls, improve documentation, and apply technology to enhance compliance. Priority sectors, especially high-tech and innovation-driven industries, may also benefit from upcoming incentive schemes. 
The presentation also highlighted stronger enforcement trends, particularly in VAT refunds, transfer pricing, customs valuation, and personal income tax. With more stringent transfer pricing reviews, the new APA framework is expected to streamline approvals and offer greater tax certainty for investors.
